In 1968 Jacksonville consolidated with Duval County and became, by land area, the largest city in the contiguous United States. Fifty-some years later that decision defines the EV transition here: the metro must electrify pine flatwoods and beach towns, port terminals and golf-cart suburbs, all under one municipal roof. It is a harder problem than a dense city faces, and a more interesting one.
Two facts dominate. First, sprawl: demand is spread so thin across 875 square miles that the retail logic siting most public chargers leaves the Northside, the Westside, and rural Duval structurally behind. Second, the river: the St. Johns cuts the grid in half and funnels everything onto a handful of bridges, so charging access is measured in crossings, not miles. Any infrastructure plan that ignores either fact is decorating a map.
The city's most visible bet is JTA's Ultimate Urban Circulator, converting the aging Downtown Skyway into a corridor for autonomous electric shuttles. It is a pragmatic experiment: fixed guideway where it exists, flexible electric vehicles where it does not, which is almost a metaphor for the whole metro's charging answer. Around it, JEA's grid work and the private networks' retail sites keep thickening the Southside and the corridors while the blank quadrants wait their turn.
Here is the honest structural point: a city this large will not trench its way to uniform coverage in this decade. The economics do not close in the low-density quadrants, and the bridges will keep concentrating risk no matter how many stalls the Town Center adds. That is why charging that moves, emergency rescue, scheduled residential service, fleet support, functions here as infrastructure rather than convenience: it is the layer that makes the whole map drivable while the fixed build-out follows demand at its own pace.
Expect the Southside and corridor sites to keep densifying, the U2C to teach the city what autonomous electric transit is actually for, port and logistics electrification to pull serious grid investment toward the Northside, and the residential quadrants to electrify driveway by driveway. The through-line is a metro learning to treat flexibility as a first-class part of the system, which, in the largest city by land area in America, it has to be.
